Pete serves EM Key Solutions (EMKS) as Chief Strategy Officer and member of the Board, bringing knowledge gained over three decades of leadership experience supporting large, complex enterprise solutions for the Federal Government. Pete moves into this role after five years being responsible for EMKS’s overall strategic management, where he provided leadership on corporate initiatives including, finance, organic growth, acquisitions, business development, and partnerships.

 

A retired Coast Guard Officer with over 25 years of Subject Matter Expert consulting experience, including key leadership roles for the Defense Health Agency (DHA) and Department of Veteran Affairs (VA), Pete held a critical leadership role the ETS Support Services contract supporting joint development, testing and deployment of the Veteran Administration’s Integrated Electronic Health Record under the EHR Modernization program, as well as other systems supporting the VA and the DoD Healthcare Facilities worldwide. Pete served as a subject matter expert and a member of senior work groups designing the processes to be used in the Testing and Independent Verification and Validation of the systems developed in these efforts. In addition to the joint iEHR work, he provided Quality and Program Management Consulting services to the DHA and VA in various areas of their Healthcare IT programs for over 30 years. 

 

Pete brings a wealth of knowledge and experience providing Quality and Management Consulting services in Healthcare Information Technology. Prior to his work in DHA and VA, as Chief Executive Officer of O’Neal and Associates (a company focused on Quality and Management Consulting Services in Manufacturing and Health Care), he re-engineered seven IBM plants in mid-Hudson Valley NY and went on to re-engineer and lead an outpatient surgery center and an Orthopedics Group, designing and developing integrated systems for both.

 

Pete combined the knowledge gained from his 30 years of experience in Quality Engineering with the skills from his 10 years in Electrical Engineering to create systems in support of Business Processes instead of the other way around, with a focus on the manufacturing and health care industries. Pete has a track record of bringing order to chaos with his ability to identify organizational conflicts and resolve them quickly and efficiently. He is gifted at re-engineering processes to meet objectives in troubled organizations, staffing to match skill sets to needs, and ensuring an efficient management structure is in place.

 

Pete is an avid follower and proponent of the Deming Management methodologies, and was actually Dr. W. Edward Deming’s last protégé. He is well versed in Clinical Quality, Clinical Business Processes and the ability to introduce re-engineering in the clinical environment.

 

Pete’s specialties include Quality Management, Quality Assurance, Systems Design, Development, Testing, Deployment and Implementation of large software programs, Organizational Behavior and Analysis, Program and Project Management, Federal contracting (a former Contracting Officer), and Business Development. He holds a Master in Quality Management from The George Washington University and a Bachelor of Science in Electrical Engineering from the University of Hawaii at Mānoa.
