As the Director, Program Operations for EMKS, Devin provides support to human resources, recruiting, project management, quality management, and project control by reinforcing their efforts. His primary focus is empowering functional managers to overcome any obstacles that may negatively impact their success by enabling them to effectively and efficiently do their job. Devin’s contributions to leadership, strategic planning, daily operations, and project management are key to the company’s growth and success. 

Prior to joining EMKS, Devin served at Buchanan & Edwards (B&E) as the Department of Defense (DoD) Account Manager/Marine Corps Recruiting Information Support System (MCRISS) Project Manager where he managed a business unit that contained IT programs supporting the U.S. Army and U.S. Marine Corps. Prior to that, Devin served in management and analytical roles at Harmonia Holdings Group and Alion Science and Technology supporting DoD contracts focused on modernization, full-scope software development lifecycle programs, and large scale data accuracy.


Devin’s civilian career is complemented by a 22-year career in the Marine Corps where he worked within the Strategic Planning and Operations community at distinguished posts and commands. He proudly served at the highest Marine Corps commands for the Atlantic and Pacific Joint Commanders. While at those commands, Devin was heavily involved in deliberate and crisis action planning events for exercises and real-world contingencies. Earlier in his career, Devin was critical in establishing the formal school for the Marine Corps’ exclusive operations planning and execution community and personally responsible for training the preponderance of enlisted Marines responsible for planning and executing military operations. He developed or approved all schoolhouse training materials and worked with Manpower for strategic global personnel placement of graduates.

Devin earned his Bachelor’s in Business Administration from Hawaii Pacific University. He focuses intently on learning, implementing, and mastering the leading Agile, DevOps, and Lean Management methodologies to ensure the entire scope of business operations revolves around sound principles and processes that can support emerging technologies and rapidly changing customer needs. Devin reinforced his project management education with several professional certifications from industry-leading organizations including the Project Management Institute, Scaled Agile, and Scrum Alliance. Devin is a certified Scaled Agile Framework (SAFe) Agilist and is Project Management Professional (PMP) certified.
